About the Position: Provide expertise in Operational Contract Support (OCS) and Contingency Contracting policy, doctrine development and oversight as it applies to humanitarian assistance, natural and man-made disaster response, and declared or non-declared contingencies and military operations.
Duties
Support strategic Department of the Army (DA) OCS planning, resourcing, and employment of contracting officers worldwide to ensure the most effective use of contingency contracting assets.
Advise and assist Army Service Component Commands (ASCCs), Army Direct Reporting Units (DRUs), and Army Contracting Command (ACC) planning, resourcing, and employment of contracting officers that support ACC and other Heads of Contracting Activities.
Monitor declared and non-declared contingencies, natural disasters, and acts of terrorism, and ensure Army contracting activities are aware of Presidential and Defense declarations and the acquisition flexibilities available.
Integrate DoD OCS policy and improve synchronization of joint planning and requirements execution.
Responsible for the oversight of DA OCS and Contingency Contracting strategic planning by Heads of Contracting Activities.
Develop metrics and measures of OCS and Contingency Contracting planning and resourcing effectiveness including benchmarks, standards, and reporting frequency to ensure effective OCS planning across all Army contracting activities.
Responsible for the development, staffing, and promulgation of Army OCS and Contingency Contracting Policy.
Manage continuous improvement of Army OCS policies to ensure the availability of appropriate, compliant, and efficient contingency contracting doctrine, techniques, policies, and procedures for a full range of declared and non-declared contingencies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is CRITICAL-SENSITIVE (CS)/HIGH RISK -requiring a Top-Secret security clearance and personnel must pass a drug screening prior to hiring and thereafter.
- This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
- Acquisitions Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- This is a Key Leadership Position (KLP). Unless specifically waived by the appropriate Army official, or if the employee is Grandfathered under 10 U.S.C. 1736 (c) (1), Selectee must meet Acquisition KLP requirements for this position.
- This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position Service Agreement Key Leadership Position) and execute, as a condition of employment, a written tenure agreement.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Specialized Experience:
Applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (or GS-13 equivalent) level in the Federal Service which includes: 1) Integrating DoD Operational Contract Support policy to improve synchronization of joint planning and requirements execution; 2) Coordinating acquisition planning across the life-cycle of contract support phases; 3) Analyzing contracts to recommend contract strategy and contract types for technical services contracts including IDIQ contracts; 4) Assisting with the improvement of Army Operational Contract Support policies to ensure the availability of appropriate contingency contracting doctrine.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent grade level).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
