This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an Acquisition Analyst responsible for the analysis, evaluation, and approving of the strategy of award functions involving highly specialized procurements for weapons systems, subsystems, and related mission support equipment programs/projects.
Duties
Review, approve or redirect procurement planning.
Prepare and maintain current acquisition plans, appropriate milestone charts and related schedules.
Advise program officials of the procurement objectives to be used, and assist in the preparation of statements of work, determination and findings and solicitation documents.
Perform detailed analysis of all elements of cost in contractor proposals and conduct necessary coordination.
Develop new or innovative contracting approaches.
Plan the contractual strategy for the overall acquisition program for the organization.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
- This position requires the incumbent to obtain and maintain or possess a Secret security clearance.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- This position requires temporary duty (TDY) travel up to 25% of the time.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Planning and establishing the contractual strategy for the overall acquisition program; 2) Advising program officials of the contractual objectives; and 3) Developing and obtaining approval of complete contract requirement packages.
This typically includes work performed at the next lower grade/level NH-03(GS-13) position in the federal service.
