Duties
This position is in the Mission Support Division (NE-MAMS), Mission Assurance Department (NE-MA), Nuclear Enterprise Directorate (NE), Defense Threat Reduction Agency (DTRA). The incumbent serves as a Program Manager and Subject Matter Expert (SME) for Mission Assurance programs and projects, the NE-MA Department Budget, and long-term operational objectives and supports acquisition management.
As a PROGRAM MANAGER (MISSION ASSURANCE) at the GS-0340-13/14 some of your typical work assignments may include:
Serves as program/project manager, responsible for the overall management, control, coordination and execution of complex and unique assigned mission assurance programs and projects and the contracts and acquisition work supporting these programs within the division. Coordinates with Division and Department leadership to define program objectives, set goals, and track contract performance. Implements decisions based on Department and Division direction, guidance, laws, regulations, and policies during the development of the project and in support of programs.
Responsible for the NE-MA Department Budget by coordinating with Department leadership on strategic budget development, long-term operational objectives, and contract and support requirements. Responsible for the Planning, Programming, and Budgeting Execution (PPBE) for all NE-MA programs and aligning those budget actions with funding lines across the FYDP. Leads quarterly budget reviews within the Department and with stakeholders such as internal SI and AL Directorates, and outside of the Agency, including OSD and combatant commands.
Serves as the liaison between NE-MA leadership and Department assessment and support programs, communicating contract actions, financial and time requirements, and information on how assessment programs support the Department's strategic and operational objectives. Ensures contract actions are included in the Department's budget across the FYDP and are communicated in POM documents. Provides expert high-level technical advice and solutions to the NE-MA Department, NE and DTRA Leadership, assessment customers, partners, and other stakeholders on matters that affect or relate to current and existing functions and programs, to include budget shortfalls, large-scale technical refresh of equipment, acquisition plans, and contract actions. Briefs Directorate and Agency leadership on Department budget and POM requirements, defending programmatic decisions, identifying requirements and shortfalls, and providing historical information and context.
Oversees the activities, administrative resources and tasks of the Business Management Team, providing leadership to a multi-disciplined team and ensures projects stay focused on customer requirements. Ensures projects stay focused on customer requirements and contractors are following contract requirements. Assists in the development of procedures and methods to improve quality of work, reduce barriers to productivity and improve business practices.
Serves as a Senior Program Manager and subject matter expert within Defense Threat Reduction Agency, Nuclear Enterprise Directorate, Mission Assurance Department. Develops acquisition strategy, procedures, tools and guidance. Briefs Division, Department, and Directorate leadership on the status of acquisitions and contract actions, timelines and potential issues, and impacts to operations. Regularly coordinates with AL to ensure all requirements in the acquisition process are met.

- This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
- The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
- Must be able to obtain and maintain a valid passport.
- Travel in the performance of temporary assignments may be required up to 10% of duty time (CONUS/OCONUS).
- The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Providing program management or Contractor Officer Representative support;
Developing and managing both cyber and non-cyber procurements;
Applying business management, financial management, or strategic planning concepts and methodologies to ensure objectives can be achieved in an efficient and effective manner, and;
Should have excellent written and oral communication skills and capable of performing simultaneous actions.
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Providing program management or Contractor Officer Representative support; Developing and managing both cyber and non-cyber procurements;
Applying business management, financial management, or strategic planning concepts and methodologies to ensure objectives can be achieved in an efficient and effective manner;
Should have excellent written and oral communication skills and capable of performing simultaneous actions;
Strategic planning and budget development in line with organization's long-term operational objectives and requirements;
Developing organization's Acquisition strategy and overseeing contract actions and timelines;
Experience briefing Senior Leadership and defending programmatic decisions, identifying requirements and shortfalls, and providing historical information and context.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
