You will serve as a HUMAN RESOURCES SPECIALIST in the ADMINISTRATIVE AND RESOURCES DIVISION of HQ US MARINE CORPS.

Duties

You will advise hiring managers and selecting officials on recruitment strategies for attracting the best qualified candidates for vacant positions. You will advise agency leaders on strategic human capital solutions to align employee development strategies with an agency's mission. You will assist in assessing organizational needs and developing strategies to close gaps, such as succession planning, targeted recruitment, training programs, restructuring, and retention strategies. You will conduct studies to identify long-range personnel needs, employee turnover, etc. You will track recruitment actions processed by OCHR in order to ensure recruitment goals are met and advise management on the current status of such actions.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • This position requires the selectee to be able to obtain and maintain a government credit card for travel.

Qualifications

To qualify for the GS-11 your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; providing advice to managers and personnel on the hiring process. To qualify for the GS-12 your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying recruitment and placement laws, regulations, policies, and practices to solve recruitment and placement issues; providing advice to managers and personnel on the hiring process; and assessing organizational HR needs regarding succession planning and recruitment. GS-11:

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
