The primary purpose of this position is to serve as a Headquarters Air Force Materiel Command (AFMC) level Program Analyst, applying Air Force experience, to plan, organize, and determine necessary policies, directives, instructions, programs, and procedures for the establishment and maintenance of assigned major command program(s).

Duties

Analyzes and evaluates AFMC programs as it relates to Air Force and Major Command strategic plans, programming guidance, and Program Objective Memorandum preparation instructions. Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Actively participates in program planning to provide guidance involving process, products, and schedules. Conducts research, identifies, and analyzes trends in the use of funds, and evaluates the effects of continuing changes in program plans and funding. Utilized financial/programming data systems to retrieve, process, and synthesize information, generates reports to support analysis, and documents requirements for additional system capabilities.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is the ability to plan and execute strategy, campaign support, wargaming, and contingency planning through complex, multi-faceted projects. Ability to develop, prepare, coordinate, and implement policies, procedures, programs, and directives. Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents and presentations. Knowledge of a wide range of qualitative and/or quantitative methods to participate in assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, depot surge plans, foreign military sales, acquisition, life cycle support, exercises/wargames, and/or PPBE. Knowledge of goals, resources, objectives, organizations, functions, and sources pertinent to program(s) and the organization(s) studied or served, and related customers, functions, resources, and users. Ability to communicate effectively, both orally and in writing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to discern changes in fiscal programming across AFMC Mission Areas, functional, and numerous AFMC field installations and apply a wide range of qualitative and quantitative methods for the assessment of command level plans and programs involving research & development, test & evaluation, acquisition, supply management, depot maintenance, information management, and base operating support. In-depth knowledge of the Planning, Programming and Budgeting System (PPBS). This knowledge should be current and run the gamut from the Base-level process through the Air Staff and OSD process. Ability to discern changes in fiscal programming across AFMC Mission Areas, functional, and numerous AFMC field installations, and knowledge of the relationship of the various Air Force entities involved in overall planning, programming, and budgeting to include knowledge of Program Elements and Element of Expense investment codes. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s). Skill with personal computer software packages to include proficiency with spreadsheets, database, presentation, graphics, and word processing. Ability to apply knowledge of computer applications to effectively run the Command Management System (CMS) and the Program & Budget Enterprise System (PBES). Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Plan, organize, and lead others through the program development process and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
