You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT) in the Recruitment and Staffing Branch (N11B1), of the Recruitment/Staffing and CIVMAR Processing Division (N11B), in the Civilian Workforce Policy and Sustainment (N11), of the Total Force Management (N1) of MILITARY SEALIFT COMMAND.

Duties

You will apply a wide range of HR concepts, principles, laws, regulations, and practices. You will utilize a wide range of HR specialization concepts, practices, regulations, precedents, and procedures, special recruiting authorities and strategies. You will provide comprehensive HR services to management and employees throughout organizations serviced and analyze, evaluate and recommend appropriate resolutions to complex interrelated HR problems and issues. You will serve as a consultant to managers in providing HR services and conducting detailed analyses of complex functions within serviced organizations. You will interpret and apply laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees on a variety of HR functions. You will develop long and short-range staffing plans to meet forecasted mission requirements, human capital losses, and changes in availability of candidates in critical competencies, career development patterns, and reorganization proposals. You will take all appropriate steps and actions to appoint, promote, detail, reassign, demote, transfer, RIF, etc., in accordance with established policies, regulations and program goals.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12 To qualify for the HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT), GS-0201-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience consulting managers on staffing requirements, resources or problems involving a high degree of complexity; Experience interpreting and/or applying laws, regulations, policies, or practices to provide advice to officials, supervisors, and/or employees on a variety of HR functions; Experience utilizing HR database systems to query, retrieve and/or analyze information in order to complete assignments; Experience creating permanent change of station (PCS) orders for new hires, relocating internal employees or other relocating Federal employees in accordance with federal regulations; Experience providing PCS counseling, cost calculations and resolving issues for new hires, relocating internal employees or other Federal employees in accordance with established timeframes using the JTR and FTR; Experience developing long and short range staffing plans to meet forecasted mission requirements, human capital losses or reorganization proposals; Experience representing an organization at career and job fairs; providing information regarding Federal employment, how to use USAJOBS, and developing resumes to attendees and coordinating booth and material requirements. Specialized experience must demonstrate the following: Experience explaining regulations, procedures or determinations to inquiring employees, candidates or supervisors; Experience in advising managers on HR functions and conducting detailed analyses of organizational processes; Experience utilizing HR database systems to query, retrieve and/or analyze information in order to complete assignments; Experience providing assistance/advice in all stages of the recruitment process; Experience researching the qualifications needed to distinguish well qualified applicants or those with the ability to learn the job within reasonable periods of time; Experience creating permanent change of station (PCS) orders for new hires, relocating internal employees or other relocating Federal employees in accordance with federal regulations; Experience preparing or completing necessary documents and case files on personnel actions.
