You will serve as a Supervisory Human Resources Specialist (Recruitment & Placement / Classification) in the TOTAL FORCE MANAGEMENT (N1) of MILITARY SEALIFT COMMAND.

Duties

You will direct the following HR functions: recruitment, staffing, position classification, compensation, and position management. You will be carrying-out EEO policies and communicating support of these policies to subordinates. You will be ensuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline and awards to employees. You will be cooperating fully in developing and carrying out affirmative action efforts regarding staffing, motivation, and training to develop employees. You will cooperate in the investigation of formal or informal discrimination complaints, ensuring expeditious actions. You will plan, direct, coordinate and control operations. You will determine and make work assignments; establish goals, priorities and deadlines. You will establish program goals and metrics to measure service delivery, identify gaps in program effectiveness and drive improvement. You will review and exercise approval authority on overtime requests submitted by subordinate supervisors. You will approve departmental travel. You will give instructions on new/revised policies and procedures and other requirements relating to work methods or processing. You will study and measure effectiveness of program execution and institutes corrective actions and strategies to improve operations. You will conduct mission capability program assessment of functional areas to assess accountability and conformance to requirements. You will exercise HR management responsibilities, including personnel selections, promotions, awards and recognition, disciplinary actions, job changes, details, etc. You will review and approve disciplinary actions. You will assure accuracy and currency of position descriptions and that employees are performing accordingly, reports job changes on a timely basis to avoid misassignments.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience providing expert consultation to senior agency officials on complex issues related to civil service recruitment, staffing, position classification, compensation, and position management. - Experience applying advanced knowledge in HR specialties to address and resolve intricate HR problems, recommend policy changes, and enhance program effectiveness. - Experience serving on a management team, offering strategic advice on organization-wide plans and complex issues affecting mission execution and HR service delivery. - Experience demonstrating an in-depth understanding of relevant competitive service laws, regulations, principles, and policies to serve as a senior consultant and solve complex, sensitive problems. - Experience analyzing and measuring complex HR programs. Experience proposing recommendations for new or revised approaches to improve program output. - Experience presenting complex ideas and options clearly to diverse audiences, including advocating for and explaining controversial changes in a persuasive manner.
