You will serve as a Regional Human Resources Director (HRD) for the Commander Navy Installations Command (CNIC), Commander Navy Region Mid-Atlantic (CNRMA). CNRMA is the regional coordinator for shore-based naval personnel and shore activities in the Mid-Atlantic region, which encompasses 20 states, 13 installations, and many Naval Operational Support Centers. The region encompasses the largest fleet concentration within the Department of Navy (DON), servicing a population of 3,000 employees.
Duties
You will provide oversight of civilian personnel advisory services, centralized HR operations, fiscal program oversight, and supervisory authority of HR staff.
You will provide administrative and technical supervision to managers who furnish HR services and guidance on difficult, unusual, or unprecedented matters.
You will maintain close liaison with representatives of the Office of Civilian Human Resources, personnel from other DON commands and other federal government establishments to obtain or provide information on high priority personnel projects.
You will collaborate effectively with the Office of General Counsel, Equal Employment Opportunity and other departments to deliver an integrated and comprehensive HR program.
You will determine Regional program goals, develop plans, justify personnel levels/financial resources, and recommend distribution of resources to support program goals.
You will participate with Commanders, top level managers, and key operating officials throughout the Region to advise on program operations and coordinate program changes and special projects.
You will coordinate with managers of serviced activities to ensure integration of personnel programs.
You will evaluate operations for quality and quantity of work, regulatory compliance and effectiveness of service to management and employees throughout the region.
You will identify problem areas, coordinate corrective action, and direct program changes to implement regional program improvements as necessary.
You will exercise delegated managerial authority to set annual, multi-year, or long range work plans and schedules for in service or contracted work.
You will deliver high level briefs to senior military and civilians using qualitative and quantitative data.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing, directing, or managing the delivery of civilian federal human resources (HR) services involving one or more of the following functions: staffing and recruitment, position classification, compensation, labor relations, employee relations, oversight of automated personnel information systems, or employee development; ensuring compliance with governing laws and regulations; developing, interpreting, or advising senior management on human resource policies and administration; or providing input for the strategic planning of human capital resources for an organization.
