You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST in the PERFORMANCE MANAGEMENT AND ACCOUNTABILITY DIVISION of FLEET HRO NORFOLK.
Duties
You will provide advisory support to all levels of executive leadership, management and staff regarding the complexities of technically sound and innovative Labor and Employee Relations solutions.
You will use discretion to design and carry out complex studies and projects involving program development, evaluation, and operations.
You will establish and maintain effective liaison with senior officials and representatives of labor organizations to analyze and present information on the more important and complex aspects of the program.
You will lead the development, implementation and evaluation of the Employee Relations Program and ensure efficient, effective and timely processes.
You will oversee the planning, development and administration of Civilian Workforce Programs, including Worker’s Compensation, Telework, Work Schedules, Performance Management, Awards and Recognition.
You will develop, modify, and maintain programs, projects, or studies of significant scope and complexity, requiring managing associated resources.
You will develop plans, design, direct and implement programs and procedures to meet all the requirements in the Division and its customers.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
To qualify for a GS-14, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience and mastery of Labor and Employee Relations, Performance Management, and Injury Compensation principles to guide organizations in the accomplishment of HR goals and objectives.
Experience and mastery of developing and implementing HR strategies that support strategic initiatives.
Experience in developing Customer Outreach strategies that include utilization of innovative tools and techniques to communicate HR developments.
Experience analyzing various HR data sources to produce reports for leadership that drive decision-making.
Experience providing technically sound advisory support to all levels of executive leadership, management and staff regarding complex matters.
