You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST in the MILITARY SEALIFT COMMAND (MSC), TOTAL FORCE MANAGEMENT PROGRAM OFFICE (N1), CIVILIAN WORKFORCE POLICY AND SUSTAINMENT DIVISION (N11), RECRUITMENT/STAFFING AND CIVMAR PROCESSING BRANCH (N11B) of MILITARY SEALIFT COMMAND. Duties

You will serve as the first or second level supervisor to the Branch employees at the GS-07 through GS-13 grade levels. You will carry out EEO policies and communicating support of these policies to subordinates, ensuring equality in determining qualifications, selections, assignments, training, promotions, details, discipline and awards to employees. You will cooperate in developing and carrying out affirmative action efforts regarding staffing, motivation, and training to develop employees. You will cooperate in the investigation of formal or informal discrimination complaints, ensuring expeditious actions. You will make decisions on work problems presented by subordinate supervisors. You will give instruction on new/revised procedures and other requirements relating to work methods or processing. You will exercise HR management responsibilities, including personnel selections, promotions, awards and recognition, disciplinary actions, job changes, and details. You will develop, modify, and maintain programs, projects, or studies of significant scope and complexity, requiring managing associated resources.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience creating work assignments, establishing priorities and deadlines, making adjustments in equalization of workload to meet peak workload periods. Experience directing the work of Staff providing Human Resources services in the Recruitment, Staffing, Workforce Shaping, and personnel processing for an organization. Experience advising and consulting top management officials on alternate pay plans, programs such as recruitment, interview selections, reduction in force, voluntary separation incentives, qualification disputes, merit promotions, priority placement; processing personnel actions through the information system associated with CIVMAR personnel processing. Experience developing or amending HR policy and procedures, measuring program effectiveness; setting strategic goals.
