You will serve as a SUPERVISORY SECURITY SPECIALIST in the NAVAL CRIMINAL INVESTIGATIVE SERVICE (NCIS).
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.
Duties
You will provide subject matter input to NCIS policies, developing theater-wide procedures and methods.
You will provide direction/oversight of the evaluation of antiterrorism, force protection, law enforcement and physical security education and training programs, including evaluation of the type and extent of training.
You will develop and present oral and/or written reports internally and externally to senior management, assistant directors, and other high-ranking military and civilian officials.
You will develop and implement short- and long-term management goals and objectives for the theater assigned.
You will translate higher headquarters' goals and objectives into well-coordinated and controlled work operations, such as, establishing and monitoring performance priorities and furthering organizational goals.
You will plan and adjust work operations to meet changing or emerging requirements within available resources while ensuring the quality of work.
You will assign work based on priorities, difficulty, requirements, and capabilities of subordinates.
You will advise subordinates on all administrative matters, including personnel policies and regulations.
You will supervise and evaluate performance of military and civilian subordinates, establish performance standards and evaluate performance formally by issuing annual performance appraisals.
You will coordinate with other NCIS directorate/department heads in the development of command and Navy policy in vulnerability, security, and expeditionary forces protections matters.
You will propose short- and long-range program and budget actions to ensure responsive and efficient protection support is provided to DON assets.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience developing and advising on personnel security policies, procedures and requirements; AND establishing goals and broad policy objectives for a personnel security program.
Experience developing, training, and managing career development of Security and Law Enforcement (SLE) personnel.
