This position is located in the Drug Enforcement Administration (DEA), CORPORATE RECRUITMENT UNIT (HRCR).
This position(s) primary purpose is to Conducts strategic workforce planning to analyze current and future organizational skills requirements and capabilities, identifies competency gaps and designs plans and programs to ensure the organization can successfully meet current and future mission requirements.
Duties
As a Human Resources Specialist (Recruitment), your typical work assignments may include:
Providing guidance and assistance in the management of complex projects, studies and action items.
Supporting staff level HR programs such as marketing and outreach programs, strategic plans, recruitment and program evaluations.
Analyzing and developing major aspects of HR strategic recruitment and workforce planning program initiatives.
Initiating and leading complex studies and projects related to strategic planning, human capital, and diversity including development and integration of methods for measuring program success and achievement of objectives.
Serving as a focal point for corporate diversity outreach initiatives, projects, and plans.
Conducting market analysis to better identify the methods and approaches most likely to encourage candidate applications.

Qualifications
Applicants must meet the Specialized Experience requirements as noted below. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification
You may qualify at the GS-09 level, if you fulfill the following qualification requirement:
One year of experience (equivalent to at least the GS-07 level or pay band in the Federal service) that demonstrate your ability in; (1) Providing staff-level advice to operating HR supervisors across the organization in the development of solutions to civilian HR recruitment program improvements; (2) Supporting recruiting, marketing, and outreach programs; and, (3) Assisting in developing marketing and recruitment materials to promote employment opportunities.

EDUCATION: Master's or equivalent graduate degree; or two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related.

Combination of Education and Experience:A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of experience (equivalent to at least the GS-09 level or pay band in the Federal service) that demonstrate your ability in; (1) Providing advice to HR supervisors across the organization in the development of solutions to recruitment program improvements; (2) Creating recruiting, marketing, and outreach brochures, and other literature; (3) Developing recruitment strategies and/or alternative sourcing methods to address future agency needs; and, (4) Integrating social media and professional networking websites to attract and promote vacancies.

Education: Have a Ph.D. or equivalent doctoral degree; OR (3) full academic years of graduate level education leading to such a degree; or LL.M., if related.

Combination of education and experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least to 100 percent to qualify)
Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
