The primary purpose of this position is: To serve as a senior Information Technology (IT) System Analyst/System Administrator in planning, designing, and implementing/maintaining the Global Command Control System (GCCS-J) in AETC to meet the business requirements of customer organizations.
Duties
Serves as a senior specialist and focal point for the GCCS-J operating systems.
Serving as a senior systems analyst and advisor to AETC on GCCS-J.
Plans, organizes, coordinates, and manages acquisition of information technology (IT) assets.
Serves as contracting officer representative.

Specialized Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11(or equivalent in other pay systems) which includes; Applies a broad range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications to include hardware and software. Utilization of customers' business processes and operations to anticipate and refine functional requirements. Ensures acquisition requirements to serve as a technical representative on IT contracts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of operating systems software principles, practices, and methods; life cycle management techniques; and IT infrastructure within an operating environment, new and emerging information technologies, and security methods and principles.
2. Knowledge of the functionality and operability of Windows 2000 Active Directory, Microsoft operating systems, Microsoft Systems Management Software, and Microsoft enterprise level data backup solutions sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to act as a quality assurance evaluator.
3. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
4. Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods,
5. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
6. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
