The primary purpose of this position is: To serve as first level supervisor and Chief, Risk Management Branch, in the Capabilities and Integration Division (A6C) in the Directorate of Operations and Communications (A3/6) at Headquarters Air Education and Training Command (AETC). Leads MAJCOM Cybersecurity and IT Portfolio Management functions.

Duties

Plans, organizes, and directs the activities of the Risk Management Branch, ensuring that Cybersecurity and IT Portfolio Management functions and processes comply with legal and regulatory requirements and meets mission and customer needs. Exercises supervisory personnel management responsibilities. Serves as senior technical expert on MAJCOM IT Portfolio Management. Serves as subject matter expert for all Cybersecurity related programs which include, but are not limited to, Communications Security (COMSEC), Computer Security (COMPUSEC), and TEMPEST. Oversees and employs the AETC Recruit, Train, and Educate (RT&E) Risk Management Framework (RMF) Program in conjunction with the National Institute of Standards and Technology (NIST) Cybersecurity Framework.

  • Incumbent may be required to perform TDY to meet mission needs and to use government quarters when considered by the orders approving official to be the most advantageous to the government.
  • Occasional overtime may be required.
  • Required to obtain and maintain a TOP SECRET Clearance.
  • Cybersecurity Certification is a condition of employment. This position includes cybersecurity work as a paramount duty requirement. Incumbent of this position must achieve IAM Level III certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted. Failure to receive the proper cybersecurity workforce certification may result in removal from this position.
  • This is a drug tested position IAW AFM 44-198
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
  • This position is Centrally Managed by the Cyber Space and Information Technology Career Field Team.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS 13 (or equivalent in other pay systems) which includes; applying IT security principles, concepts and methods sufficient to develop long range plans for IT security systems that anticipate, identify, evaluate, mitigate and minimize risks associated with IT systems vulnerabilities. Utilization of a MAJCOM Cybersecurity program that includes cybersecurity architecture; requirements; objectives and policies; personnel; and processes and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of and skill in applying IT security principles, concepts and methods sufficient to develop long range plans for IT security systems that anticipate, identify, evaluate, mitigate and minimize risks associated with IT systems vulnerabilities. Comprehensive knowledge of a MAJCOM Cybersecurity program that includes cybersecurity architecture; requirements; objectives and policies; personnel; and processes and procedures. 2. Knowledge of IT INFOSEC security requirements for cybersecurity assessment, risk management, and formal RMF authorization including network operations and protocols, systems testing and evaluation, and security accreditation reviews for installed systems or networks. Comprehensive knowledge of Federal/DoD/AF Cybersecurity and Risk Management, NIST Risk Management Framework (RMF), NIST Cybersecurity Framework, and the operations of an Authorizing Official (AO) Staff and associated functions and roles. 3. Commanding knowledge of the Commands IT Investment Portfolio as well as a wide range of IT Portfolio Management principles, concepts, and methods. Knowledge of cyber and information technology policies, principles, concepts, to include, but not limited to, Subordinate CIO, Risk Management Framework (RMF), Application Development and Support, Enterprise Architecture, Data Management, Network Infrastructure, Cybersecurity, Mobile Computing, Cloud Management, Program Management, and Project Management. 4. Knowledge of the organization and functions of the various AF commands, DoD, sister military organizations and other government agencies involved with COMPUSEC, COMSEC, TEMPEST, intelligence and other security programs and IT Portfolio Management. Familiarity with the names and nature of various commercial companies involved with the manufacture of computer hardware and software; federal and military standards. 5. Ability to plan, organize, and direct work operations and organizational functions, as well as and supervise, mentor, motivate, and appraise the staff of an organization with and without subordinate supervisors. 6. Ability to communicate, both verbally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
