The primary purpose of this position is to serve as the senior civilian executive position functioning as the Architecture, Technology, and Interoperability Division Chief and Technical Director for HQ Air Education and Training Command. Incumbent also serves as the Director's senior advisor on civilian personnel issues directly with HQ AF and AFPC on policies/guidance.
Duties
AETC's technical advisor to the AETC senior communications and information systems engineering director, advisor, and consultant.
Provides Chief Information Officer (CIO) Support to the AETC Corporate Structure.
Orchestrates AETIC C&I architectural efforts to include defining directorate areas of responsibility, monitoring progress and providing direction and policy in support of the AETC CIO and AF CIO enterprise.
Serves as the directorate's senior civilian as the primary focal point and chief advocate for civilian personnel management. Manages and supervises civilian and military technology division work force through subordinate branch chiefs.
Serves as advisor on security issues, policies, significant and potential cybersecurity problems, trends and weaknesses. Manages cyber security policies for telephone, networks, accreditation, and clearances.
Develops strategy partnerships with industry for full and open competition while institutionalizing Air Force system standards for communications and information infrastructure across the command.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the Air Force financial plan and POM processes. Comprehensive knowledge of budget formulation and execution regulations and policies as they pertain to information technology resource management. Comprehensive knowledge of computer techniques, requirements, methods, sources, and procedures of system software, hardware, system development, networking, telecommunication, information engineering, security, and associated life cycle management.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Air Force financial plan and POM processes. Demonstrated comprehensive knowledge of budget formulation and execution regulations and policies as they pertain to information technology resource management.
Demonstrated thorough knowledge of civilian personnel matters. Prior supervisory or managerial experience is mandatory.
Comprehensive knowledge of computer techniques, requirements, methods, sources, and procedures of system software, hardware, system development, networking, telecommunications, information engineering, security, and associated life cycle management.
Skill to develop and apply DoD, Air Force, and MAJCOM policies and automation information system standards. Knowledge of technical data to evaluate alternative approaches to problem solutions. Demonstrated mastery of, and ability to provide, IT technical advice and assistance to a highly technical work force.
Ability to analyze, evaluate, defend and make recommendations on major aspects of a project such as, what system interrelationships to be considered, the security operating mode, system software, network, and equipment configuration are most appropriate,
Demonstrated comprehensive knowledge of security regulations and policies as they pertain to the protection of classified information and sensitive document and media control.
Comprehensive knowledge of computer and communications systems design, capability, functionality, applications, requirements, installation lead-times, data communications, and all other features of both system software and hardware. Serve as the final technical expert on all aspects of communications-computer systems, both proposed and ongoing. Must stay current on state-of-art technology, both in Government and industry.
Comprehensive knowledge of program and project management theory and practice. Knowledge of AF and DoD CIO and IT corporate review process. Demonstrates comprehensive knowledge of Air Force and DoD policies and regulations concerning communications and information systems acquisition and operation.
Skill in oral and written communications to discuss and defend positions, prepare staff studies for high-level review and condense extremely technical input into layman's terms without altering basic content.
Ability to evaluate plans and integrate projected changes in mission, technology. requirements, and resources into workable objectives. Knowledge of the AF and AETC Command, Control, Communications, and computer, and Intelligence Support Plan (C4ISP) and the Certificate to operate (CTO) and Certificate of Networthiness (CON) processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
