The primary purpose of this position is to serve as the Chief Data Officer (CDO) to the Director, Operations and Communications Directorate A3/6 (a brigadier general), and senior Air Education and Training Command (AETC) leadership. As technical authority and senior professional communications advisor and consultant supporting the 3-star AETC Commander.

Duties

Plans, organizes, and directs the activities of the Chief Data Office, ensuring that Strategic Planning & Data Management functions and processes comply with legal and regulatory requirements and meet mission and customer needs. Exercises supervisory personnel management responsibilities. Develops, maintains, and updates AETC strategy, policy, guidance, procedures for all data acquisition, retention, and removal as well as sets the foundation for Artificial Intelligence and Machine Learning capability adoption. Implements, maintains, and modifies security processes in the effective data management at each state of the lifecycle. Represents the command at meetings, conferences and senior level technical forums as an expert consultant and advisor on Artificial Intelligence, Machine Learning, data science, data storage/retention, administration, and assurance.

  • This is a Centrally Managed position in the Cyberspace and Information Technology career field.

  • An advanced degree in a technical field (Computer Science, Engineering, Math, Research, etc.) is highly recommended. Cyber and Data experience is highly recommended.
  • Work and mission may be required to work overtime or unusual schedules, to include evenings and weekends.
  • Work occasionally requires travel away from the normal duty station. Short and extensive TDY trips, worldwide require using all modes of commercial and military transportation.
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • The position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Employee must pass an initial drug test and thereafter, random drug screenings and other requirements associated with this program.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: Applying advanced multiple IT and Data disciplines, theories, principles, concepts, methods, standards, and practices sufficient to support the vision of managing data as an asset and adequately represent the MAJCOM and agency on interagency working groups to establish policy initiatives and solutions to critical data management issues and align agency internal business practices with government-wide regulations and policies; developing new theories, concepts, principles, standards, and methods for strategically managing all electronic data maintenance and storage, communication assurance, and exploitation of command information assets and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency; Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; Applying financial planning and programming processes, contracting methodologies, acquisition planning sufficient to identify and defend requirements, integrate activities, and lead teams to meet requirements throughout the command and inter-agency environments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of multiple IT and Data disciplines, life-cycle processes, integration and interoperability, design operations and configuration, facilities, practices the methodology across the government, private industry and academia to properly interpret, apply and develop policy and procedures, new theories, concepts, principles, standards and methods in a variety of specialty areas. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. 2. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. 3. Ability to advise other IT and Data experts on a variety of situations and issues that involve applying or adapting new theories, concepts, principles, standards, methods, or practices. Expert knowledge of IT and Data security policies and practices including risk mitigation to minimize the commands exposure to risk from untrusted entities attempting to compromise data maintenance, storage and disposal. 4. Expert knowledge of highly complex cyberspace, information technology and data management activities. Skill in developing new theories, concepts, principles, standards, and methods of these areas. 5. Knowledge of AF or the command's operational activities to understand the data required and maintained to ensure exploitation is relevant to the mission. 6. Knowledge of and ability to operationalize data governance and data quality with a knowledge of a variety of data standards, and architecture and data modeling techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
