The primary purpose of this position is to serve as first level supervisor and Chief, Cyber Mission Assurance Branch, in the Capabilities and Integration Division (A6C) in the Directorate of Operations and Communications (A3/6) at Headquarters Air Education and Training Command (AETC).
Duties
Plans, organizes, and directs the activities of the Cyber Mission Assurance Branch, ensuring that the branch complies with legal and regulatory requirements, and meets mission and customer needs.
Exercises supervisory personnel management responsibilities.
Oversees assessments, analysis, vulnerability management and workforce development supporting AETC's Information Technology (IT) Portfolio.
Subject matter expert on Defensive Cyber Operations (DCO) Policy and Strategy.
Actively participates in strategic planning to improve organization, direction, and focus using strategic planning tools and techniques.
Represents HQ AETC with a variety of installation and functional area organizations and serves as the AETC representative on various military and federal government discussions, meetings, committees, or special projects.

- Recall to duty may be a requirement of this position.
- Overtime and/or emergency overtime may be required.
- Information Assurance Certification is a CoE. Position includes information assurance (IA) work as a paramount duty requirement. Failure to receive the proper IA certification may result in removal from position.
- Per DoD 8570.01-M, incumbent of this position must achieve the appropriate IA Management Level 3 certification within 6 months of assignment of these duties. A waiver of this 6 month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
- Must be able to obtain and maintain a Top-Secret Clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience includes: Applying IT cyber mission assurance and cybersecurity principles, concepts, practices, products, services and methods for evaluating/assessing cyber risk and vulnerabilities, recommending and implementing mitigating improvements, and developing tactics, techniques, and procedures to guide the employment and/or implementation of cybersecurity support for operations, exercises, training systems, acquisition, or similar missions; Planning and scheduling work to be accomplished by subordinates, developing performance standards and rating subordinates' performance, advising employees on work and administrative matters, implementing methods and procedures to improve organizational performance, and identifying/providing employee training and development; Assessing and advising on new or revised security measures and countermeasures based on the results of findings from cyber operational assessments; and Utilizing IT/cyber mission dependences and operational performance management methods to plan and conduct defensive cyber operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of and skill in applying IT cyber mission assurance and cybersecurity principles, concepts, practices, products, services and methods for evaluating/assessing cyber risk and vulnerabilities, recommending and implementing mitigating improvements, and developing tactics, techniques, and procedures to guide the employment and/or implementation of cybersecurity support for Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Defensive Operations and associated operations, exercise, training systems, acquisition, or similar AF missions.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate, both verbally and in writing, clearly, concisely, and with technical accuracy.
In-depth knowledge of IT and cyber mission dependences and operational performance management methods required to plan and conduct defensive cyber operations. Assess and advises on new or revised security measures and countermeasures based on the results of findings from cyber operational assessment.
Knowledge of the application of Air Force Cyber expertise as it applies to assigned programs and assigned weapons systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
