The primary purpose of this position is: To serve as a first level supervisor and Senior Enterprise Architect for
the Air Force Personnel Center (AFPC) Directorate for Technology and Information, providing planning, directing,
organizing, and exercising control over nonsupervisory employees, and managing the Enterprise Architecture for the corporate AFPC.
Duties
Plans, organizes, and directs the activities of Enterprise Architecture, ensuring that Enterprise Architecture complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents Air Force Personnel Center with a variety of installation and functional area organizations
serving as Air Force Personnel Center technology advocate and spokesperson to AF IT policy and
architecture decision- making bodies/agents.
Responsible for integration and execution of all IT aspects of the assigned activity in concert with OSD, Air Force, and other service CIO, enterprise architecture, and HR staffs.
Develops policy, interpretation, and oversight in accordance with the Clinger-Cohen Act, Paperwork
Reduction Act, OMB and DoD guidance

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
- This is a Centrally Managed position in the Cyberspace and Information Technology career field.
Qualifications

SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes: Application of advanced IT principles, concepts, methods, standards, and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout Air Force Personnel Center, Directorate for Technology and Information, Enterprise Architecture (DP0A); Providing expert advice, guidance and recommendations to management and other technical specialists on critical IT issues; Applying new developments to previously unsolvable problems and making decisions or recommendations that significantly influence important policies and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, policies, regulations, and practices related to IT capital planning and investment controls for
business systems.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, clear, concise, and with technical accuracy, both orally and in writing.
4. Comprehensive knowledge and experience in information technology implementation of custom software
systems and commercial off-the-shelf (COTS) systems.
5. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, AFPC
and organizations that govern, interface with, and/or influence the planning and requirements process and
information management processes.
6. Skill to plan, organize, and direct the functions of matrix staff in critical aspects of development and production,
support of systems, subsystems, or equipment and to coordinate various aspects of planning and requirements such as engineering, contracting, financial management, configuration, test, and manufacturing as it relates to Clinger- Cohen Act requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
