This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Developmental/ Full Performance Work Level within the CES Occupational Structure. It is located in the DISA - DEFENSE SPECTRUM ORGANIZATION.
Duties
Demonstrates a comprehensive understanding of government contracting and funds management; Microsoft Office; U.S. Government General Terms and Conditions FS Form 7600A processes.
Skilled in planning, budgeting, acquisition, and management, and their relation/application to provide recommendations to promote mission efficiency and effectiveness.
Coordinates daily with Contracting Officer Representatives (CORs) in the development of contract packages for a variety of contract types (e.g., firm-fixed, cost plus) in accordance with Federal Acquisition Regulation (FAR) and DISA processes.
Participates in the development of contract requirements, operating programs, and budget execution plans in support of the Contract Support Team functions.
Performs analysis and research involving operating programs, planning of contract requirements, the preparation of contract and funding documents, and reporting on analytical assignments.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-11, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience developing new principles, concepts, and techniques to provide planning and resource management guidance.
To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience interpreting current and developing new policies and regulations that assist in long term planning on budgets, contracts, and mission and support agreements as well as experience using qualitative and quantitative methods to measure mission or support agreements for efficiency and effectiveness.

Education
GG-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. .

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the
