BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: In addition to the above basic requirements, applicants must have one (1) year of specialized experience, equivalent to the next lower grade level (GS13) in the federal service, in all of the following areas: Performing network development, deployment, and maintenance; AND Leading network projects for internal and external customers. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for experience at the GS-14 level.
