Duties

The Supervisory IT Specialist performs the following duties: Serves as the Director of the Management Information and Technology Division and is responsible for providing the overall vision, leadership, and goals for the Division. Serves as the principal advisor on IT issues and initiatives to OMHA Executive Leadership and maintains a forward-looking approach to changing IT needs and requirements. Responsible for the operations and maintenance of all OMHA IT systems and provides expert advice on advances, trends and directions in IT architecture. Reviews IT programs to assess overall compliance with IT plans and policies, as well as their alignment with business requirements. Oversees major projects involved in the maintenance of existing hardware and software, in the design and development of new IT systems, and in the acquisition, installation, and testing of new hardware, software, and implementation of new IT systems/application s designed to meet specific customer requirements. Analyzes the capability of the current information systems to provide recommendations to senior leadership and prioritizes changes and improvements to the agency's information system infrastructure.

To qualify for the GS-15 position, you must have one year of specialized experience that is equivalent to at least the GS-14 level or equivalent, performing duties such as: Exploring opportunities for the effective implementation of various IT systems within the enterprise. Contributing to the design, development, and testing of agency wide IT initiatives and services. Coordinating and conducting governance activities associated with ensuring compliance with the enterprise architecture. Planning the installation, configuration, maintenance and upgrade of enterprise software and related enterprise-level changes to the IT infrastructure. Providing data/performance reporting on the agency's programs. Ensuring all Authority to Operate (ATOs) for systems are current, meeting all deadlines and requirements. Additionally, you must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service. Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade. Documenting experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
