This position is part of the WAPA Headquarters. As a Supervisory IT Specialist, you will serve as the Vice President of Information Technology for SCADA, and report directly to the Chief Information Officer (CIO). As Vice President of Information Technology for SCADA, the incumbent is responsible for directing and managing the SCADA program segment of the OCIO. This is not a remote position. The selectee will be required to be physically present at one of the duty location(s) identified.

BASIC REQUIREMENT: For IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-14] in the Federal service. Specialized experience for this position is defined as: Leading a team of IT professionals and/or Electronics Engineers to maintain an electric utility supervisory Control and Data Acquisition (SCADA) system/Energy Management System (EMS). The OPM Group Qualification Standard for this position is: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ This is a temporary promotion, not to exceed six (6) months, may be extended up to five (5) years total; may be made permanent without further competition. Upon termination of the promotion, you may be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on the needs of management. If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current WAPA employees competing for a temporary promotion must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

Education

There is no substitution of education for experience at the GS-15 level.
