Position is being filled a entry grade of GS-12 with a full performance grade of GS-13.
Duties
Serves as program administrator for the DFAS Reasonable Accommodation (RA) Program; serves as liaison between the Office of Equal Opportunity Programs (OEOP), Office of General Counsel (OGC) and Labor and Employee Relations (LER).
As the subject matter expert, applies reasonable accommodation, and employee and labor relations theories, principles and practices, regulations, policies, and concepts to advise customers in the processing and resolution of RA cases.
Advises managers on processes and tools available to evaluate RA requests and the application of agency policy; ensures all rights and obligations as determined by ER, LR, OEOP regulations and requirements are met.
Analyzes, develops and implements LER processes, procedures, and guidance based on new or revised legislation, Executive orders, regulations, DoD/DFAS Instructions, and analysis of agency program delivery data.
Develops and delivers training, briefings and written materials on the regulations, policies and procedures governing the RA program.
Duties as described reflect the full-performance, GS-13 , grade level. Duties assigned at the entry grade of GS-12 will be developmental in nature.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as providing complex advisory services to managers, supervisors and employees regarding the application of laws, regulations, and procedures governing a Reasonable Accommodation program; evaluating RA cases; determining alternatives for resolution, and coordinating the full review and conclusion of a case in alignment with employee and labor relations principles and OEOP requirements.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.
