Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center located in either Bloomington, MN or Indianapolis, IN.

Duties

As the supervisor for the Process & Systems Innovation Team you will be responsible for planning and directing personnel systems management operations and providing advice and guidance to the Director of the CBP Hiring Center and supervisors within the organization and to staff members, supervisors, and personnel offices in the operation, continual maintenance and use of automated systems, and regarding capabilities available within the systems to assist them in management responsibilities. This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10). Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. MAJOR DUTIES: Overseeing Hiring Center analytics, reporting, Microsoft solutions, e.g. SharePoint, PowerApps, etc., process improvement initiatives, system development, system testing, and system implementation for the agency's operational human resources Hiring Center. Advising senior leadership and Hiring Center management on systems and analytics. Providing a holistic approach to Hiring Center initiatives, support and coordinates Hiring Center wide initiatives and briefings with entities throughout CBP. Overseeing system development of EL360 Salesforce, Hiring Center HRBE modules and USA Staffing functionality and the interconnection between systems. Overseeing the development and maintenance of CBP Hiring Center analytics which includes published Power BI dashboards and over 300 custom reports relating to hiring and recruitment data for various audiences such as Executive Leadership, HRM Partners, First-Line Supervisors and Staff. Providing guidance and advice and/or renders decisions on specific operations on a continuous basis through problem solving and review of completed work and results obtained. Assures maximum efficiency, economy, and effectiveness of operations.

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading staff in developing and analyzing strategic plans for systems' development, enhancement, maintenance and future development of human resources information systems; Performing data reviews and analyses of the HR processes, operating procedures, and systems to recommend more efficient processes and follow through with implementing the decisions. Developing and/or modifying reports, analytics, metadata packages etc. and using such tools as Cognos BI, Power BI, etc. to assess hiring data, workload metrics, etc. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/31/2024. Current and former federal employees may be required to serve or complete a probationary period.
