Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center, located in either Bloomington, MN or Indianapolis, IN.
Duties
Joining the Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate will allow you to use your expertise to serve as a Senior Advisor on Recruitment and Placement operations for the CBP Hiring Center.
This position starts at a salary of $122,198.00 (GS-14, Step 1) to $158,860.00 (GS-14, Step 10).
Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.
Typical duties performed in this position include:
Providing technical guidance and oversight on recruitment and placement procedures and technical consistencies.
Serving as a technical expert advising and briefing senior officials on a wide range of difficult, complex, and unprecedented staffing issues, to include applying current and new Federal HR laws and regulations.
Monitoring key individual and organizational performance reports and metrics to determine if established fiscal year targets and goals will be met and takes actions within their control to address accordingly.
Providing advisory services to senior management on goals and objectives, analytical methods of review, and recommending project work schedules and timetables.
Creating, updating, and/or improving current business practices to determine new and more efficient ways of delivering the products and services by identifying and replacing outdated or obsolete technologies and processes.
Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Researching, interpreting, analyzing, and applying regulations, policies, directives, and procedures in recruitment and placement products/services in an authoritative advisory capacity.
Performing detailed analysis of complex and/or controversial recruitment and placement issues to evaluate the adequacy of current program policies and initiatives and provide technical expertise and consult to management to meet strategic goals for the program and Agency.
Developing, updating, revising, and issuing recruitment and placement guidance and standard operating procedures to promote uniform application of OPM rules and regulations in the area of recruitment and placement and pay setting.
Overseeing and leading special projects and directing employees in various work accomplishments resolving complex issues in the area of recruitment and placement.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/24/2024.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
Working for the U.S. Government as a federal civilian or as a member of the military
A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
Participation in a study abroad program sponsored by a U.S. affiliated college or university
Working as a contractor, intern, consultant or volunteer supporting the U.S. government
Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
