Duties
Serves as the Director, DFAS Human Resources Shared Services Center responsible for integrating, leading, and communicating HR program services and priorities.
Oversees a broad range of HR functions to include recruitment and placement; position management/classification; compensation management; employee benefits and services, human resources information systems and analytics, and personnel security.
Develops HR programs and briefs top-level management operating officials and supervisors on new initiatives and changing program requirements.
Participates in strategic planning for HR programs and services ensuring alignment with Agency goals and objectives.
Develops and monitors budget and manpower requirements and oversees business processes, internal controls, metrics, and process management efforts to optimize directorate-wide efficiency and effectiveness
Evaluates current and proposed HR regulations, policy and programs for ability to achieve overall DoD and DFAS strategic goals and objectives, improve productivity, and promote state-of-the-art or emerging concepts in the delivery of HR services.
Maintains constant liaison with top management officials within DFAS and establishes partnerships with DoD and OPM functional representatives, customers and executive branch regulatory agencies.
Represents the Agency at senior or DoD/OPM level meetings and conferences and serves as a consultant on committees and initiatives relevant to Human Resources within the federal government
Performs the full range of supervisory responsibilities to include planning and reviewing work, staffing, identifying training needs, implementing EEO policies, evaluating employees' performance, and carrying out disciplinary actions.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as serving as a senior expert and consultant to top agency management officials to advise on integrating civilian Human Resource (HR) management programs, processes, and systems to support agency mission. This includes providing technical or legal expertise and leadership in developing and implementing civilian HR programs; establishing agency-wide HR program needs and priorities; implementing HR Management policies and procedures; and developing technology and functional strategies to achieve multiple short and long-term goals.
This experience must demonstrate a mastery of and skill in applying civilian Human Resource management concepts, principles, and practices to execute a variety of HR functions and operations, advising corporate-level management officials, managing data, and supporting organizational and enterprise decision-making.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service.
