Duties
Leads the DFAS Human Resources (HR) Technical Services Division in the management, integrity, processing and reporting of agency and customer human resources and personnel data.
Collaborates with HR functional staff and agency leadership, subject matter experts, agency leaders, and customers in evaluating current and proposed processes and automated systems in order to deliver and improve service delivery.
Leads comprehensive reviews of organizational processes and internal controls to address and mitigate risks and ensure compliance with law, regulation, and policy.
Manages staffing technical and advisory services and personnel action processing support to assigned customers, ensuring that legal, regulatory, and customer contractual requirements are met.
Manages regular and ad hoc audits of HR processes, data integrity, and personnel action processing to ensure consistent and accurate application of HR regulations in the processing and maintaining of HR information.
Represents DFAS HR with Agency and customer leadership, Office of Personnel Management and other entities impacting the processing, storing and interfacing of employee data within multiple automated systems.
Performs the full range of supervisory responsibilities, directs assignment and review of work, identifies training needs, implements EEO and HR policies, evaluates employee performance, and carries out disciplinary actions if needed.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as advising and guiding senior management in the application of HR regulations, processes and practices in support of HR operations and HR automated systems. Work must include examples of process improvement studies, functional area audits or reviews related to program delivery.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
