Duties
Manages the DFAS Human Resources Shared Services Center’s Recruitment and Placement Division in accordance with the regulations, standards, policies and precedents of the Department of Defense, DFAS, and the Office of Personnel Management.
Partners with DFAS leadership to develop and administer recruitment and placement programs in support of overall DoD and DFAS strategic goals, focusing on maintaining a diverse and highly efficient workforce.
Analyzes data, performance measures and other relevant factors to improve services, enhance program delivery and amend agency policy or program standards in alignment with Agency strategy.
Oversees the development and delivery of communication and training tools used in the delivery of high-level briefings, communication products, workforce development/training materials focused on current or new Staffing programs and initiatives.
Maintains productive liaison with top management officials within DFAS; partners with DoD and OPM functional representatives, executive branch regulatory agencies, and other appropriate entities on human resource initiatives.
Represents the Agency at senior level meetings and conferences and serves as a consultant on committees and organizations focused on talent management and workforce development initiatives within the federal government.
Performs the full range of supervisory responsibilities to include planning and reviewing work, staffing, identifying training needs, implementing EEO policies, evaluating employees' performance, and carrying out disciplinary actions.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as serving as a senior advisor to top management officials in order to advise on Human Resource management programs, processes and systems in a customer focused environment; implementing Human Resources Management policies and procedures; and developing strategies to achieve multiple short and long-term goals with broad impact.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
