Duties
Serves as a first line supervisor responsible for supervising and managing the day-to-day operations of Employee Benefits services in support of DFAS and its customers. .
Provides advisory and consultative services to employees and managers regarding the regulations, policy and program delivery of employee retirement, health and life insurance programs; and the Thrift Savings Program (TSP) program.
Represents the Agency to serviced customers in providing high level policy advisory services regarding current or proposed program regulations or service delivery
Evaluates delivery of Benefits Programs to assess efficiency and effectiveness; analyzes metrics, prepares reports and implements policy and procedural changes to improve overall operations.
Provides programmatic analysis of the impact of various benefits programs such as retirements to assist leadership in short-term and long-term workforce planning.
Represents DFAS and DFAS customers in inter-agency work groups designed to study the development or implementation of new regulation or policy.
Performs the full range of supervisory responsibilities, directs assignment and review of work, identifies training needs, implements EEO and HR policies, evaluates employee performance, and carries out disciplinary actions.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined advising and guiding senior management and customers in Federal employee Health Benefits or Retirement programs; analyzing and applying regulations, policy and standards to complex issues involving the administration of benefits and retirement programs; and training and reviewing the work of team members.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
