You will serve as a Management and Program Analyst in the Naval Supply Systems Command- Ammunition Logistics Center (NALC), Ammunition Supply Chain Division of NAVSUP AMMO LOG CENT MECH.

Duties

You will have extensive knowledge and thorough understanding of the Chief Financial Officer application. You will conduct studies (concurrently or in sequence) that identify special program/project requirements. You will ensure compliance with applicable laws, regulations, and directive. You will independently plan, conduct, and prepare internal review reports of financially significant operations, functions and activities to ensure personnel, equipment and financial resources are allocated effectively. You will utilize Ordnance systems such as Ordnance Information System Retail and Wholesale (OIS-R and OIS-W) You will utilize Oracle, Microsoft Access, Excel to include database development, Maintenance and product creation. You will develop requirement statements, prototyping inventory management and software engineering assistance tools, and all associated metrics and reports that assist inventory management personnel.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

For GS-12: Your resume must demonstrate at least one year of Management and Program Analyst specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector demonstrating capability to independently plan , conduct, and prepare internal review reports of financially significant operations, functions and activities to ensure that personnel, equipment, and financial resources are allocated effectively, efficiently and economically while ensuring compliance with applicable laws, regulations and directives. Examples of specialized experience may include the following: 1) Performs financial analysis, data retrieval, and data analysis; 2) Utilizes Oracle, the data warehouse, and Microsoft Access and Excel to include database development, maintenance and product creation; 3) Participates in testing to ensure all new data model program requirements are met; 4) Evaluates, tests and determines the effectiveness and efficiency of internal controls; 5) Provides advice, instructions or training to personnel in query development and management techniques and; 6) Utilizes either oral or written communication to prepare and clearly present findings, or introduce new ideas or concepts to peers and senior leadership. For GS-11: Your resume must demonstrate at least one year of Management and Program Analyst specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector demonstrating capability to independently plan , conduct, and prepare internal review reports of financially significant operations, functions and activities to ensure that personnel, equipment, and financial resources are allocated effectively, efficiently and economically while ensuring compliance with applicable laws, regulations and directives. Examples of specialized experience may include the following: 1) Under supervision of Supervisor, performing financial analysis, data retrieval, and data analysis; 2) Utilizes Oracle, the data warehouse, and Microsoft Access and Excel to include database development, maintenance and product creation; 3) Evaluates, tests and determines the effectiveness and efficiency of internal controls; 4) Provides advice, or instructions to personnel in query development and management techniques and; 5) Utilizes either oral or written communication to prepare and clearly present findings, or introduce new ideas or concepts to peers and senior leadership. For GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • Successfully completed a Ph.D. or equivalent doctoral degree that is directly related to the position being filled.
  • Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree that is directly related to the position being filled.
  • Successfully completed an LL.M. degree that is related to the position being filled.
