About the Position: Serves as the Human Capital Strategist assigned to the PEO C3N HUMAN RESOURCES DIVISION DIVISION Located in APG, MD.
Duties
Serves as human capital strategist and senior level member of the Headquarters workforce reporting to the Director of Human Resources Program Executive Office Command, Control, Communications, and Network (PEO C3N).
Leads human capital initiatives such as , strategic workforce planning, workforce development, , and talent management.
Develops, manages, and implements coaching and mentoring program objectives aimed at increasing skills and competencies.
Leads supervisors’ training and certification requirements and coordinates labor and employee relations activities as required.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is designated as moderate risk involving Public Trust. Appointment to this position is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- PEO C3T has established control points in the NH-04 broadband for Non- Supervisory positions not to exceed the salary equivalent to GS-14 Step 10.
- This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Specialized Experience: One year of specialized experience which includes: 1) Effectively applying comprehensive knowledge in personnel management to both day-to-day operations and/or long-term strategic goals; 2) Developing short term Human Capital goals and/or long-term Human Capital plans aligned to organization objectives;3) Analyzing talent management or workforce development programs to foster employee growth and retention; AND 4) Conducting research to provide guidance to Senior Leadership on personnel trends.This typically includes work performed at the next lower grade/level NH-03 (GS-13) position in the federal service.
