As the Program Director, Assembled Chemical Weapons Alternatives (ACWA), the incumbent will have the responsibility for the safe, effective, and compliant closure of the chemical weapons destruction facilities at U.S. Army Pueblo Chemical Depot in Colorado and Blue Grass Army Depot in Kentucky. The ACWA program under Title 50 United States Code 1521 is currently transitioning from destruction operation to program closure and is scheduled to end in three years.

Duties

The major duties and responsibilities of the Program Director, ACWA will include, but are not limited to: Oversees and executes all ACWA program closure activities at Colorado and Kentucky chemical weapons destruction facilities including decontamination, decommissioning, demolition, and administrative closeout. Oversees the safety and protection of the workforce and environment throughout closure while in compliance with all applicable federal and state laws and regulations. Aligns program closure activities to changing regulatory requirements and based on recommendations from independent advisory organizations such as the U.S. Environmental Protection Agency and Department of Health and Human Services. Advises and supports the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs (ASD(NCB)) and the Deputy Assistant Secretary of Defense for Threat Reduction and Arms Control (DASD(TRAC)) on all phases and functions of the ACWA closure activities. Ensures the completion of the closure activities by: 1) directing, managing, and overseeing the work of approximately 2,400 federal civilians and contractors; 2) managing and directing a budget of approximately $2.1 billion over the closure phase which is anticipated between FY 2024-2028; and 3) advising DoD senior leaders on a broad range of issues related to ACW A program closure activities. Translates program closure activities into specific projects, outlining technical and programmatic objectives and ensuring proper and adequate integration of technical, contractual, fiscal, and logistical requirements. Serves as the DoD representative at national and international organization forums presenting, explaining, and defending closure activities including the Chemical Demilitarization Citizens Advisory Commission and the Organization for the Prohibition of Chemical Weapons.

MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You are required to respond to all of the technical qualifications. If you fail to do so, you will be rated as ineligible. Please limit your written statement to no more than 2 pages. Demonstrated knowledge and the ability to successfully manage and assure technical compliance of a comprehensive chemical demilitarization or related program to include the development, implementation, and policy / program oversight to include relevant federal and state laws and regulations. Demonstrated ability to work effectively at senior levels across a wide variety of Department of Defense, interagency and public partners, including state and local, foreign governments and/or international organizations. Demonstrated ability to effectively and innovatively present and develop strategic efforts of an organization that performs complex operations, simplify as needed based on audience, and provide recommendations on policies and approaches to effectively execute the duties and responsibilities of the Office. Demonstrated level of program management expertise including demonstrated ability to manage and direct a significant annual program budget; in addition to, sound acquisition management principles, concepts, and practices applicable to major defense acquisition programs.
