About the Position: The Combat Capabilities Development Command (DEVCOM) is the Army's technology leader. Duties

Serve as the G-3 Director for the US Army Combat Capabilities Development Command (DEVCOM), a major subordinate command of the Army Futures Command. Coordinate and synchronize the G-3 Current Operations and Future Operations Branches, while also providing supervisory oversight of the DEVCOM History Office and Conference Management Offices. The G-3 is responsible for directing all aspects of the command's operational planning efforts to include, but not limited to the following: Managing deployed DEVCOM personnel and equipment located in CONUS and OCONUS sites, tracking assets through daily reports and maintaining daily accountability of 14,000 personnel, and coordinating for emergency operations. Incumbent serves as the command's focal point for the current and future operations to include the following: Development and execution of command plans and policy, providing advice to the DEVCOM Command Group on strategic and tactical matters; Providing overall staff coordination, synchronization and operational tasking in support of whole DEVCOM enterprise, which includes eight Centers and Lab. Responsible for management, coordination, planning and execution of G-3 operations in support of DEVCOM mission requirements. Coordinate current operations, risk management and mitigation, and Command Group visits, meetings, briefings, and overall support to the DEVCOM Battle Rhythm. Coordinates with various Federal, state, and local governmental agencies and reviews various Federal, military, state, and local laws and regulations for applicability and implementation within the APG Garrison support or law enforcement support. Encourages innovation and risk taking, and identifies methods of improving organizational efficiency and optimization of available resources in executing the culture expectations of the AFC and DEVCOM Commanders. Effects coordination laterally and horizontally with other operations staffs to improve operational processes, status reporting, test ammunition management, Test Schedule and Review Committee (TSARC) management, and Stand-alone Facility Risk Mgmt. Represent the Command at senior level symposiums, and conferences involving academia and industry, and sometimes DEVCOM Subordinate Centers and Labs. Plans, budgets, programs, and implements all administrative and fiscal requirements for the effective and efficient management of the organization. Supervises and evaluates G3 staff in the DoD Performance Management Appraisal Program (DPMAP). Initiates and makes recommendations pertaining to employee awards and commendations, disciplinary actions, leave administration and other personnel management actions to include hiring.

Specialized Experience: One year of specialized experience at the GS 14 grade level which includes: 1) Formulates strategic organizational goals, plans, policies, procedures, and work plans dealing with the development and operation of organization-wide mission functions and activities; 2) Developing, coordinating, managing, and implementing programs, policies, and procedures in support of organizational operations mission and objectives; 3) Briefing and advising leadership and organization staff regarding status of operations programs, projects, and organizational events; AND 4) Performing the full-range of supervisory duties to include assigning work, advising subordinate supervisors regarding policies and programs, selection of new employees, hears and decides on grievances and disciplinary measures, and evaluates employees performance. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOral CommunicationOrganizational AwarenessPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
