This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Integration Officer position is assigned to the Project Manager Intelligence Systems & Analytics, Product Manager Intelligence System, located at Aberdeen Proving Ground, Maryland.
Duties
Directs the activities of subject matter experts across multiple fields and multiple agencies/commands on highly complex, multidisciplinary work.
Exercise expert knowledge of all rules and regulations issued by DA, DOD, and OSD with regard to requirements related to appropriate measurement and evaluation techniques, planning, programming, and budgeting regulations, guidelines, and processes.
Conducts mid-range and long-range planning meetings to assess and establish the long-term goals of Project Office relative for the development, fielding and sustainment of the project.
Monitors all phases of major projects to assure integration and coordination within established time frames.
Monitors actual project resource utilization (funds and manpower) to ensure effective resource utilization is in compliance.
Integrates development, integration, testing, production, deployment, site activation, sustainment, and technical upgrade efforts.
Requirements

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
