Duties
Serves as the organizational Talent Management Officer and Deputy Director, G-1 for a large, complex geographically dispersed organization.
Supervises, manages, and directs; through subordinate supervisors; the efforts of organizational personnel engaged in talent management and human capital work.
As a key organizational change agent for proposed reforms to talent management (TM) programs and processes, oversees the planning, development, and direction of enterprise-wide goals and objectives.
Develops multi-year/long-range Human Capital (HC) program plans, goals, and objectives.
Establishes and maintains contacts and cooperative working relationships with representatives of DA, DOD, OPM, and other Federal Government organizations for the purpose of establishing objectives.
Reviews and analyzes higher echelon policy and regulations related to organizational initiatives; evaluates effectiveness of current policies and practices.
Serves as a senior advisor on integrated management teams.
Provides guidance and consultation to executive leaders on new TM and HC legislation, initiatives, and proposals.
Requirements

- This position requires a Non-Critical Sensitive Secret security clearance.
- This position requires a one-year probationary period.
- Two-year supervisory probation may be required.
- Occasional travel - You may be expected to travel for this position.

Specialized Experience: One year of specialized experience equivalent to the GS-14 grade level in the Federal service which includes: 1) Planning, directing, organizing, and administering comprehensive programs at agency and major command levels; 2) Managing a subordinate staff of employees performing a wide variety of functions to enable the linkages between the supporting role to the organization's short- and long-term mission goals and objectives; 3) Applying communicative techniques to effectively and diplomatically interact with internal and external customers.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
