Duties
Manages subordinate staff of technicians, operators and scientists supporting complex projects that involve chemical and biological surety material with and without explosives and other hazardous materials.
Advises senior leadership on matters related to operations and participates in development of policy and procedures for chemical and biological operations.
Directs activities that involve formulating operational strategies for current operations and emergency response planning and determining all critical information requirements related to the operations.
Designs methods to implement the regulatory provisions of directives and devises systems to meet specific Command requirements.
Develops plans on operations, training, readiness, logistics and resource management.
Supervises work of personnel, evaluates performance, interviews candidates, recommends personnel actions and resolves complaints.
Plans and coordinates with senior DoD staff, agencies and other federal organizations.
Executes major projects and analytical review designed to determine agency roles and responsibilities in large scale planning and response to large scale chemical accidents.
Representative in the absence of the Director in providing technical assistance and advice to other agencies and military services.
Analyzes and interprets broad directives by higher authority for the management of the Directorate’s programs.

Specialized Experience: One year of specialized experience equivalent to the next lower grade: 1) providing overall direction, guidance, leadership and supervision to subordinate personnel and sections, including evaluating work performance, providing feedback, and following-up on grievances and disciplinary actions as required to support the mission; 2) identifying, researching and developing operational resource plans (staff, funding, equipment, and facilities) required to support varied levels of program operations; 3) supporting projects involving chemical and biological surety material with and without explosives; 4) developing detailed plans, tasks, milestone dates and schedules to ensure proper execution of mission requirements.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
