This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as Test and Evaluation Manager within the Positioning Navigation & Timing (PNT), Office of the Project Manager, Located in Aberdeen Proving Ground, MD.
Duties
Serves as the component expert and represents the Command in leading a multi-disciplinary and interagency Government test team consisting of senior representatives from organizations.
Serves as Chief Developmental Tester. Defines problems, develops recommendations for issues and resolutions of issues to be addressed in test, software quality and Human Systems Integration plans.
Performs the full range of administrative and technical supervisory duties.
Leads the development of the Test and Evaluation Master Plans (TEMP); independently defines and coordinates all necessary resources to execute to the TEMP objectives across organizational boundaries within Army and OSD.
Defines problems, develops recommendations for issues and resolutions of issues to be addressed in test, software quality and Human Systems Integration plans.
Oversees the coordination and synchronization of all test and evaluation efforts including Contractor Test (CT), Developmental Test(DT) and Operational Tests (OT).
Develops and assures implementation of, corrective actions and changes to reflect new requirements and test technologies.
Coordinate with engineering to develop test plans and conduct test readiness reviews.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Test and Evaluation within 60 months of entrance on duty.
- Business travel required up to 25% of the time.
- Selectee must be able to obtain and maintain a Top Secret security clearance.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- One year supervisory probationary period may be required.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Specialized Experience: One year of specialized experience is defined as: 1) Oversees integration of separate T&E related functions and provide Subject Matter Expert technical advice to ensure the program meets cost and schedule; 2) Identifies risks with the program and provides leadership visibility to ensure the risks do not impact the program or the PM's intent; 3) Prepares technical briefings and recommends course of action on project status, issues, and concerns; 4) Coordinate with engineering team, develop technical performance measures and lead evaluation of test results; and 5) Conducts routine test readiness reviews prior to test events, continual review and analysis of all test activities on assigned programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
