About the Position: The incumbent of this position serves as the Contract Management Support Officer (CMSO) in the Resource Management Directorate with the primary responsibilities to assist leadership with management of existing contract requirements and the development/identification of long-range acquisition requirements.
Duties
As the Contract Management Support Officer in the Resource Management Office at Fort Liberty responsible to assist management in the developing and identifying near and long-range plans to meet service contract requirements.
Provides advice to staff regarding contract management, financial management, obligation, and expenditures of funds
Ensures staff principals and other key managers are appropriately and actively engaged in Acquisition Planning and Management Program (APMP) review and reporting process
Provides leadership at all levels total visibility of service contract requirements, contract manpower equivalents (CMEs), equipment, and funding for the installation service contracts
Serves as the U.S. Army Garrison Subject Matter Expert (SME) responsible to perform and/or participate in all phases of the acquisition process
As senior installation expert and advisor, develops plans and procedures and establishes precedents for operation of the APMP review and reporting process
Prepares reports, programs documents, and briefings IAW DoD regulations and congressional statutes to meet the requirement of the DoD Installation Management Command Program

Specialized Experience: One year of specialized experience which includes knowledge in preparing key acquisition documents to include Performance Work Statements (PWS), Request for Service Contract Approvals (RSCA), Acquisition strategies/plans and Independent Government Cost Estimates (IGCE). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.
