About the Position: U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts and recreational facilities.
Duties
Serves as a technical expert in scheduling and operations and advisor to the Range Officer and other higher headquarter officials on the capabilities and limitations of range/training complex, and airspace.
Manage scheduling and allocation procedures for West Point ranges, training areas, training facilities and airspace.
Provide training resource assistance to tenant units and multiple Army National Guard and US Army Reserve units located in New York, New Jersey, and Connecticut.
Monitor the communications and inspections section for compliance with correct scheduling procedures.
Renders assistance to units on available terrain, military obstacles, cover, routes, etc., for tactical training.
Serves as Range Operations Branch Government Purchase Cardholder responsible for creating GPC packets for each vendor to support purchases.
Assist Range Officer with the develop of contract solicitation packet.
Provides advice and assistance to Range Operations Branch personnel on problems encountered in the scheduling process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must possess or obtain and maintain a valid state issued driver’s license. Employee will be required to attend budget meetings held at various locations on the installation.
- Must graduate from the Inter-Service Range Safety Course (Intermediate) and Range Facility Management Support System Course.
- This position is subject to irregular and/or rotating shift, weekend, and/or holiday work schedules.
- This position may require moderate to heavy lifting, up to 45 pounds.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
- Must complete the Army’s General Fund Enterprise Business System (GFEBS) user level training within 60 days of being hired.
- Must complete Contracting Officer's Representative Certification Training within 90 days of being hired.
- Temporary Duty Travel (TDY) or Business Travel is up to 10%.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Manages the scheduling and allocations of the installation's ranges, training facilities and airspaces; 2) Plans and coordinates range training support requirements; and 3)Collects, organizes and maintains statistical data, records, and other pertinent information regarding utilization of the range/training facilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management etc. Transcripts are required at the time of application.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Transcripts are required at the time of application.
