About the Position: This position serves as a Procurement Specialist for Product Manager Tactical Spectrum Warfare under Project Manager Electronic Warfare and Cyber (PM EW&C). PM EW&C develops and fields integrated capabilities for spectrum warfare.
Duties
Serves as an advisor to project officials in procurement planning meetings. Participates in the development of long-range acquisition plans and acquisition strategy, method of solicitation, most suitable type of contract, projected lead time.
Interprets higher headquarter policy statements to apply procurement principles and program requirements to ensure the acquisition and milestone documentation are reflected and are integrated into the resulting contracting and procurement actions.
The contracts range from engineering and management services to research and development through production and product improvement, covering the full range of contract types.
Procurements necessitate the use of a wide variety of cost reimbursement, cost plus fixed, incentive or award fee and fixed price contracts.
Advises the PM on the preparation of source selection evaluation Plans, evaluation criteria and weighing methodologies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year probationary period may be required.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level I (Foundational) in the Acquisition Career Field (Contracting) within 36 months of entrance on duty.
- Business travel required up to 25% of the time.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized Experience: One year of specialized experience at the next lower grade NH-02/GS-11 or equivalency which includes: 1) Providing technical guidance to team members regarding contracting strategies and contract administration functions; 2) Advising management on the responsibilities regarding a wide range of acquisition and procurement challenges; and 3) Reviewing and auditing procurement documentation and procedures for accuracy and recommending corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
