Duties

Serves as the Acquisition and Contracting Branch Chief, Business Operations in the Research and Technology Integration (RTI) Directorate. Responsible for leading a workforce of government and contractor personnel in a wide range of acquisition and contracting functions/competencies, grades and skill levels. Responsible for all acquisition and contracting actions and strategies for top Army priority programs with risks and complexities characterized by new and novel technology, compelling and conflicting requirements, and continuous trade-off/compromise. Plans and directs overall coordination and execution of acquisition requirements for assigned missions/customers. Ensures quality results on all acquisition related documents required throughout the life cycle of the supported product or service. Serves as the focal point and interface between local Contracting Officer’s Representatives (CORs),Technical Project Leaders, and contracting personnel for all pre-award contract package creation and post-award contracting activities. Provides expert contracting advice, guidance, insight, and direction to all levels of administrative and technical management in matters including but not limited to, contract procurement and acquisition policy, procedures, and documentation. Develops and updates Directorate Enterprise acquisition strategies, acquisition plans, identifies existing or potential problems and provides advice and guidance for a course of action to resolve problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be a U.S. Citizen.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. Must be able travel on short notice (i.e., less than 24 hours' notice).
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Incumbent must be able to obtain and maintain a TS/SCI security clearance/access. A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting (C) within 36 months as of entrance on duty.
  • Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver. Note: Waiver is position-specific and must be approved prior to being appointed to the position. ALL CAP Positions (GS-14 or equivalent and above).
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
  • In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
  • This is a drug testing designated position. Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
  • Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

This announcement uses the Direct Hire Authority (DHA) for Defense STRL Positions authorized by Section 1108, NDAA for FY 2009 and Section 1107, NDAA for FY 2014 direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. Additional information about transcripts is in this document. SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in one or more of the following areas: 1. Planning, developing, and executing various Research and Development contracts; Strategic acquisition/contracting planning and execution; 2. Experience with financial and contracting systems; 3. Experience briefing/communicating with Senior Leaders and subordinates; 4. Interpreting and applying procurement statues, laws, and regulations; 5. Capturing complex scientific and engineering needs of a technical organization into concise and defined requirements needed to inform industry capabilities; 6. Experience with managing/supervising/leading a team of geographically dispersed personnel.
