Duties
Responsible for the full range of acquisition planning and contract management functions required to support various contractual needs from pre-award to post-award functions
Serve as a Contracting Officer’s Representative (COR) for contracts when so designated by a Contracting Officer.
Serve as advisor to program officials in procurement planning meetings.
Plans and develops guidance material for technical, program management and acquisition personnel.
Review and validate comprehensive reports in response to Department of the Army (DA)/Department of Defense (DoD) taskers by gathering and validating various contract information from ATEC subordinate organizations and other analysts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment. A pre-employment and recurring comprehensive background investigation.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.

Specialized Experience: One year of specialized experience which includes:1) Developing plans such as performance work statements/ statements of work, acquisition plans, and data requirements; 2) Developing documentation such as sole source justifications, cost estimates, and market research reports; and 3) Evaluating criteria for various types of contracts and procurement actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH-02).
