This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Business Management Analyst position is assigned to the C5 Other Transaction Authority (OTA) Program Management Office under the Project Manager Electronic Warfare and Cyber (PM EW&C) located at Aberdeen Proving Ground, MD. PM EW&C is a subordinate activity under PEO IEW&S.

Duties

Manage all contractual aspects of a major program/project to oversee the coordination of Acquisition Strategies and Acquisition Plans with a multitude of stakeholders and in accordance with regulatory requirements. Serve as the subject matter expert and advisor to the Program Executive Officer/Project Manager (PEO/PM) on acquisition activities associated primarily with research, development, and procurement. Provide advice and assistance to the PEO and assigned PMs regarding contracting strategies and business matters relating to contracts, planning and management activities that support assigned PM programs. Manage the entire life cycle process of assigned major combat systems including concept development, engineering/manufacturing development, initial production, production, fielding support, and manufacturing facility management/administration. Analyze, evaluate, and provide recommendations for programs which involve government owned contractor operated plants, and purchase of government development and production equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet the DoDI 5000.66 requirements applicable to the Contracting and the Contracting Professional Career Level Certification within 36 months of appointment.
  • This position is subject to a pre-employment drug screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information access for the duration of employment.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties which includes: .1) Serving as an advisor to a Program Executive Office or, Program Managers on the development of contract strategies and acquisition strategies.2) Providing advice and oversight of major weapons system procurements through the life cycle.3) Remaining current with acquisition statutes and regulatory guidance to ensure contract strategies, acquisition strategies, and required documentation is prepared in accordance with regulatory, statutory and policy guidelines; AND 4) Representing the organization in all facets of major weapons systems acquisitions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
