This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Business Management Analyst position is assigned to the Program Executive Officer, Intelligence Electronic Warfare & Sensors, Business Management Division, located at Aberdeen Proving Ground, MD.
Duties
Manage all contractual aspects of a major program/project to oversee the coordination of Acquisition Strategies and Acquisition Plans with a multitude of stakeholders and in accordance with regulatory requirements.
Serve as the subject matter expert and advisor to the Program Executive Officer/Project Manager (PEO/PM) on acquisition activities associated primarily with research, development, and procurement.
Provide advice and assistance to the PEO and assigned PMs regarding contracting strategies and business matters relating to contracts, planning and management activities that support assigned PM programs.
Manage the entire life cycle process of assigned major combat systems including concept development, engineering/manufacturing development, initial production, production, fielding support, and manufacturing facility management/administration.
Analyze, evaluate, and provide recommendations for programs which involve government owned contractor operated plants, and purchase of government development and production equipment.
Serve as the Contracting Officer's Representative for PEO/PM contracts.
Plan and carry out long-term pre-award and/or post-award actions.
Act as principal advisor to the Project Manager on all procurement and production issues.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Practitioner Acquisition Career Field Contracting within 60 months of entrance on duty.
- This position is subject to a pre-employment drug screening, and random testing thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- This position requires pre-employment financial disclosure, and annually thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing duties which includes: 1) developing and/or implementing acquisition or contracting strategy from inception through execution; 2) reporting on contract execution as a Contracting Officer Representative (COR); 3) developing local policy based on Federal Acquisition Regulation, Defense Federal Acquisition Regulation, or other related agency regulations; and, 4) advising program management officials on all issues related to contract planning, awards, execution, and contract closeout. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13).
