About the Position: This Acquisition Analyst position is located at Aberdeen Test Center, Command Staff (S-8) Directorate with duty location of Aberdeen Proving Ground, MD.
Aberdeen Test Center uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $132,468 (with locality). Do you acknowledge the salary will be set no higher than $132,468 with locality
Duties
Serves as a Contracting Officer’s Representative (COR) for contracts when so designated by a Contracting Officer.
Plans, develops and establishes the contractual strategy for the overall acquisition program for the organization.
Prepares and maintains acquisition plans, appropriate milestone charts and related schedules.
Assists in development of solicitation packages and conducts reviews of contract requirements, deliverables and contract changes.
Responsible for the full range of acquisition planning and contract management functions required to support various contractual needs from pre-award to post-award functions
Serve as advisor to program officials in procurement planning meetings.
Plans and develops guidance material for technical, program management and acquisition personnel.
Review and validate comprehensive reports in response to Department of the Army (DA)/Department of Defense (DoD) taskers by gathering and validating various contract information from ATEC subordinate organizations and other analysts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to travel from the duty station, up to 15% travel away from duty station required.
- The duties of this position require submission of OGE450, Confidential Financial Disclosure Report.

One year of specialized experience equivalent to the NH-02/GS-11 grade level or equivalent pay band in the Federal service that includes: 1) Developing performance work statements/ Statements of Work, acquisition plans, and data requirements; 2) Developing sole source justifications, independent government cost estimates, and Market Research Reports; and, 3) Evaluating criteria for various types of complex contracts and other procurement actions.
