This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Business Management Analyst position is assigned to the C5 Other Transaction Authority Program Management Office under the Project Manager Electronic Warfare and Cyber. PM EW&C is a subordinate activity under PEO IEW&S.

Duties

Serves as the subject matter expert (SME) and as advisor to the Program Executive Officer/Project Manager, on acquisition activities associated primarily with research, development and procurement. Defines, establishes, directs, identifies and resolves organizational focus and highly complex problems that cross organizational boundaries. Manages the entire life cycle process of assigned major combat systems including concept development, engineering and manufacturing development, initial production, full scale production and fielding support. Furnishes technical advice on the adequacy and/or feasibility of proposals and recommendations, and approves policy and managerial changes for resolution of problems. Serves as the Contracting Officer's Representative (COR) for PEO/PM contracts.

Requirements

  • One year trial period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level I Foundational in the Acquisition Career Field Contracting within 36 months of entrance on duty.
  • This position is subject to a pre-employment drug screening, and random testing thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02).1) Advising leadership on the development of acquisition and contract strategies. 2) Providing oversight of major weapons systems procurement throughout the life cycle. 3) Completing documentation in accordance with regulatory, statutory and policy guidelines. 4) Representing the organization while providing briefs to various stakeholders. Term Appointment NTE - Position may be filled as a Term Appointment NTE 6 years and may be made permanent. Term appointments may be extended beyond six (6) years, up to eight (8) years. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a temporary or Term NTE appointment will be appointed/converted into a Term NTE appointment with no statutory return rights back to a permanent position.
