About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with TACOM at Detroit Arsenal, MI.

Duties

Develop, coordinate, implement, monitor and evaluate program personnel, operations, information, and industrial security and national disclosure programs. Ensure security compliance, identify and investigate security violations, adequacy and effectiveness of security programs. Provide comprehensive industrial, operational, and information security support to organizational contracts and contractors requiring access to classified information. Coordinate with security personnel concerning the protection of classified information provided to contractors. Apply technical methods within the security occupation to treat unique organizational security programs and in developing new methods as applicable to the management of assigned security programs. Develop and implement new methods, approaches, or procedures for assigned security programs. Develop and implement procedures and guidelines in assigned areas of responsibility concerned with protection of varying security interests. Prepare regulations, supplements, memoranda, circulars, and security products for the assigned areas of responsibility.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This position requires the incumbent to obtain the SFPC certification within their first two years of employment.
  • Must be able to obtain and maintain a Top Secret security clearance based on SBI and eligibility for Sensitive Compartmented Information (SCI).

In order to qualify, you must meet the experience requirements described below. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: (1) management of a multi-disciplined security program which includes at least 2 of the following programs: Information Security, Operations Security, Personnel Security, Industrial Security, or Foreign Disclosure; (2) implementing and managing security policies, procedures and regulations; and (3) conducting security compliance investigations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
