About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, and Department of Defense Instruction 1400.25. The position is for USAG Detroit Arsenal, DPTMS located at Detroit Arsenal, Warren, MI.
Duties
Serves as a Security Specialist for one or more security programs (e.g. Industrial Security, Information Security, Personnel Security or their associated training requirements) defined by the AR 380-series regulations.
Establishes and maintains an effective and efficient security program that supports the garrison mission. Interprets higher-level guidance and incorporates it into the program as required.
Provides technical advice and assistance to the Garrison Commander regarding the establishment of a security program.
Administers policies, practices and metrics which reflect the security posture of the garrison.
Evaluates security program resources within the installation and initiates programming, budgeting and manpower actions to address requirements.
Participates in the Command Inspection Program by conducting internal audits using the checklist provided in the appendix of each Army Security Regulation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Temporary Duty Travel (TDY) may be required for approximately 15% of the time.
- This position requires the incumbent to obtain the SFPC certification within their first two years of employment. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13.
- Must be able to obtain and then continue to maintain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI) based on a Special Background Investigation for the duties required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience analyzing and resolving security problems in at least 2 of the following fields: personnel security (PERSEC), information security (INFOSEC), or industrial security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
