About the Position: Serves as a Program Analyst within Real Estate Division, responsible for formulating, establishing, monitoring, recording, analyzing, evaluating, forecasting and recommending modifications or changes Real Estate Division Military, and Civil programs.
Duties
At the full performance level (GS-11), the incumbent will have the following responsibilities:
Responsible for formulating, establishing, monitoring, recording, analyzing, evaluating, forecasting, and recommending modifications or changes within the Real Estate Division Military, and Civil programs.
Monitors/Control data input and provides random analysis/samples of daily trends in program or project status and progress toward program goal accomplishment(s) during selected intervals.
Monitors and tracks obligations and expenditures for the Division budget throughout the execution phase of the annual operating budget.
Assists in the preparation of special and recurring reports. Reviews completed reports for conformance with all regulations and requirements, justifications, adequacy, and special annotations.
Develops, prepares, and presents a variety of budget reports, briefings, summaries, and factsheets covering status of funds, commitments, obligations and expenditures as pertained in guidance, policy and procedures.
Analyzes statistical data and indicates trends to provide supervisor, project managers and other management staff an overview of trends and status of performance versus established schedules and targets.
Maintains, analyzes, and reconciles project data in the Real Estate Management Information System (REMIS) and the Corps of Engineers Financial Management System (CEFMS).
Reviews data to determine accuracy and validity. Works with real estate management to prepare the annual budget. Maintains appropriate reports as needed.
Monitoring expenditures of funds to assure that costs are within approved budgets. Exercising funds control to assure that funds are properly utilized timely.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- At the full performance level (GS-11), the incumbent will be required to obtain and maintain a Financial Management Level II certification within two years of appointment.
- Temporary Duty Travel of 25% is required.
- The Duty Location of this position is Mobile, Alabama. Teleworking or Remote Work may be required temporarily due to construction of a new worksite.

Specialized Experience for GS-343-09: One year of specialized experience which includes meeting at least 2 of the 4 criteria: 1) Monitor funds through the utilization of various computer status sheets and periodic reports; 2) Monitor and track obligations and expenditures throughout the execution phase; 3) Tabulate cost data on individual projects and apply basic statistical formulas to budgetary data to illustrate the effects of change in levels of funds for current projects; 4) Utilize a financial management system such as, CEFMS to manage data and produce reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
