About the Position: The employee serves the entire Operations Division, exercising control and coordination over various aspects of Operations Division's (OP) budgetary program and analyzing current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives.
Duties
Provides support and training to field office administrative staff as requested.
Develop reports in the Enterprise Data Warehouse (EDW) and trains program analysts in the field to run EDW reports.
Serves as liaison between Operations Division management and the Civilian Personnel Advisory Center (CPAC).
Advises Operations Division personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions
Assists with formulation, analysis, and implementation of OP project management system or P2.
Process Military interdepartmental Purchase Requests (MIPRs), including those through the Defense Logistics Agency.
Provide guidance and support to Spatial Data Branch programs, Dredge Quality Management, Dredging Endangered Species System, Joint Airborne Lidar Bathymetry Technical Center of Expertise.
Provide financial management and support to Joint Airborne Lidar Bathymetry Technical Center of Expertise, Geographic Information Systems, process MIPRs, establish P2 projects and activities.
Monitor operations and maintenance program executions throughout the fiscal year.
Provide guidance to project managers and their representatives on status of actual execution verses planned expenses.
Prepares and reviews Requests for Personnel Action (RPAs) for accuracy before forwarding to CPAC for processing.
Evaluate effects of multi-year objectives and plans which may conflict with long-range goals and objectives of the activity.
Provide technical expertise and expert management advisory services related to the management of the workforce.
Analyze current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives.
Provide advice and assistance to the Emergency Operations Center when necessary to address employee reporting, deployment, or evacuation issues in the event of a natural disaster.
Review and interprets new and established directives, instructions, regulations, and delegations of authority for potential impact on major program objectives, operating policies, and progress.

Specialized Experience: One year of specialized experience GS-11 level or equivalent 1.) Gathers and analyzes information to identify potential problem areas, trends, significant program accomplishments, or other similar factors to improve efficiency and productivity; 2.) Advises management personnel on a variety of substantive procedural and policy matters on a broad range of civilian workforce management functions; 3.) Supports program execution, particularly during closeout, performing independent reviews of existing obligations to resolve and close-out outstanding obligation balances; and/or 4.) Continuing analysis of workforce resources support as they relate to performance and effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
